What is common to the policy that English classes at secondary schools should be taught in English and to an English conversation school ad that boasts of all their teachers being NSs of English is that both are intuitively appealing to non-professionals, who do not have detailed knowledge about what is involved in learning a foreign language.  Just because the means of instruction is the target language does not mean that efficient language learning will take place in the same way that just because the teacher is a native-speaker does not guarantee that successful language acquisition will occur.
